Biddy Baxter, who has died aged 92, did not create Blue Peter, but she steered it to its heyday in the 1970s and 1980s, when millions of children tuned in and its presenters (including Valerie Singleton, Peter Purves, John Noakes, Lesley Judd and Janet Ellis), and pets (Petra, Shep), became household names.
