Students and graduates in England and Wales will be paying up to 12% interest on their loans from September, the Institute for Fiscal Studies has warned. The interest on student loans taken out since 2012 is pegged to the retail price index, with up to three percentage points added depending on the graduate’s income level. Owing to rising inflation, the rate applied to those earning £27,295 or under will rise from 1.5% to 9%, while the rate paid by those earning £49,130 or more will rise from 4.5% to 12%. Grand Rapids, Michigan Refugee killed: The fatal shooting of a black man by a white police officer has led to days of protests in the city of Grand Rapids. Patrick Lyoya, 26, who came to the US in 2014 as a refugee from the conflict in the Democratic Republic of the Congo, was shot dead on 4 April; the protests began last week after police released video footage of the incident. Lyoya had been stopped on suspicion of driving with false licence plates. A parent wearing an Easter bunny costume caused “chaos” in Texas last week by accidentally handing out plastic Easter eggs containing condoms to children being collected from a primary school. It was apparently the result of a mix-up: the parent, a pharmacist who’d been overseeing a safe-sex work shop, had accidentally included the condoms with the chocolate eggs they brought to their child’s school in Austin. GERMANY A deserved slap in the face for a naive peacenik Cicero (Berlin) Last week, Germany’s president experienced a snub “quite unique in the world of diplomacy”, says Alexander Marguier. Frank-Walter Steinmeier had planned to accompany European leaders on a visit to Ukraine, as a show of German solidarity; but Ukrainian officials “brusquely” told him he wasn’t welcome in Kyiv. In a morgue 85km south of Kyiv, the evidence of Russian atrocities is plain to see, said Danielle Sheridan in The Daily Telegraph. Here, dozens of body bags are stacked up, each holding the corpse of a civilian killed during the Russian occupation of the Kyiv area. The majority are male; the oldest was 80, the youngest 15. What happened The Home Secretary Priti Patel travelled to Rwanda last week to announce a new “partnership” with the central African nation, under which asylum seekers who arrive in Britain “illegally” will be deported there. During a pilot scheme, single men who cross the Channel in small boats or are smuggled into the UK in lorries will be given a one-way ticket to Rwanda, where their applications will be processed. Those granted asylum will be able to remain in Rwanda. Those denied it will be deported to a “third safe country”. People should keep their waist measurement to less than half their height to stay healthy, according to new guidelines drafted by the National Institute for Health and Care Excellence (Nice). In the first shake-up to obesity management advice since 2014, Nice has concluded that body mass index (BMI), which measures a person’s mass and height, should now be used in conjunction with waist-to-height ratio, as BMI alone is unable to provide an accurate picture of body fat. Under the new guidelines, which are out for consultation until mid-May, a 5ft 4in woman with a waist of 29in would be deemed to have a healthy ratio, but if her waist grew to 32in, she would be nudged into an unhealthy bracket. Boris Johnson’s mobile phone has been targeted “multiple” times by Pegasus spyware, according to researchers at the University of Toronto. Pegasus, which was developed by the Israeli firm NSO Group, enables its operators to turn on the phone’s microphone in order to listen in to conversations, read messages and access other data. Skin cells rejuvenated by 30 years Scientists have devised a way of turning back the biological clock of human skin cells, by around 30 years. In the past, researchers have been able to reverse ageing in human cells, but at the cost of wiping out their specialised functions: the process turns them into stem cells, which can develop into any cell type. The new research, conducted at the Babraham Institute in Cambridge, uses the same technique – inserting specialist genes known as “Yamanaka factors” – but without losing the cells’ function in the body. The scientists infused skin cells from donors aged around 50 in a chemical bath containing Yamanaka factors, for about 12 days.
