Calling their protests “zameen samadhi satyagraha”, the farmers said they would stay in their pits “day and night”. THE INDIAN AIR FORCE WILL CEL-EBRATE its 85th anniversary on October 8 under a dark cloud—due to its shrinking fighter squadrons. The IAF is now down to 33 squadrons from a high of 39.5 over a decade ago (each with a strength of 18 jets), much lower than its authorised strength of 42 squadrons. Over the next five years, these numbers will dip into the 20s when the IAF completely phases out 11 squadrons of ageing MiG-21 jets (a total of around 220 jets). The replacements for these single-engined workhorses, the mainstay of the IAF since the 1970s, have been marked by delays stretching over a decade. When his NGO helped make Thandavampatti, a habitation of 62 homes in Tamil Nadu’s Tiruchirappalli district, India’s first ODF village in 2003, Gramalaya’s founder S. Damodaran, 55, could not have imagined the initiative would one day transform into a massive drive. Now, he runs a campaign for total sanitation in villages and slums across south India (excluding Kerala), and has till date helped 47 villages and 100 slums achieve the ODF tag. The project areas of Gramalaya are provided with 100 per cent sanitation coverage by promoting individual household toilet facilities. In early September, the municipal sweeper who picks up garbage in Guwahati’s Hatigaon area, did not turn up for five days. Fed up, retired teacher Haren Kalita took a photograph of the spilling dustbin placed outside his home and uploaded it on an app on his android phone. Within 12 hours, the garbage was cleared, not only from outside his home but from the neighbourhood as well. That’s how effective the Swachhata-MoHUA app, a mobile application on Android and iOS launched by the Union ministry for housing and urban affairs for addressing complaints related to civic issues. Sayajirao Gaekwad, the ruler and social reformer of the erstwhile princely state of Vadodara, left it a modern city when he passed away in 1939. Over the years, though, the city deteriorated due to lopsided development priorities. Bangladesh has been a role model for the developing world for a number of reasons. Its most astonishing success is its near-total eradication of open defecation. In the 1990s, Bangladesh, like most of South Asia, grappled with poor sanitation issues. Nearly 42 per cent of the country’s 166 million people defecated in the open. Last year, that number crashed to just one per cent. A 2016 World Bank Study credits Bangladesh’s sanitation success to its Community-Led Total Sanitation (CLTS) initiative. The Uttar Pradesh government held a press conference on September 27, World Tourism Day, to publicise a 32-page booklet listing the state’s many attractions. For a start-up providing innovative tech solutions in handling waste, Bengalurubased Green Nerds Solutions has made considerable strides since its birth in 2011. The focus of Green Nerds has been on Tier II and Tier III cities, and large panchayats which generate waste between 10 and 200 tonnes a day. This expertise has enabled it to instal the first decentralised pre-segregation plant under the smart city waste management model through a private entity. “We have tried to fill the big void in terms of waste management education, technologies and solutions within budgets and are helping smaller cities manage their bulging landfills,” says Green Nerds co-founder Abhiman Shetty. Discharge of waste and sand mining had almost killed Thoothapuzha, the main tributary of the Bharath apuzha, the second largest river in Kerala. It was running dry in the summer. The water from Thoothapuzha provides drinking water to 23 panchayats. Fed up, people living on the banks formed the Thoothapuzha Samrakshana Samithi (Thoothapuzha Protection Forum). Soon, it became a mass movement, with hundreds joining in. “We are the problem and we are the solution,” says Veeran Kollathu, 61, of Cherpulassery village. “We never bothered about Thoothapuzha till the drinking water problem hit us. Earlier, we feared the river when it overflowed during the rains. Udaipur, the city of lakes, was in deep trouble with the city’s sewage being dumped into its water bodies. Initial efforts at treating the sewage all failed till Hindustan Zinc Ltd stepped in with a public-private partnership project. In 2014, it launched a 20 MLD sewage treatment plant in which it invested Rs 170 crore in Udaipur. “Hindustan Zinc, along with the Rajasthan government, built this sewage treatment plant (STP). Now, seeing the increasing population and requirement, we are increasing its capacity to 60 MLD. A total of Rs 250 crore expenditure is involved and the enhanced capacity will be able to treat almost 100 per cent of Udaipur’s domestic sewage,” says Sunil Duggal, CEO of Hindustan Zinc. Under the Swachh Bharat Mission’s ODF programme, Mahe municipality conducted a survey and identified 64 families that had no toilet. Each family was given a Rs 20,000 subsidy, and within two months of the release of the first instalment, the toilets were constructed. Shirish Apte, superintendent engineer, Maharashtra water resources department, has always been proud of the heritage of malgujar tanks in his native district Bhandara. His interest in them became more than merely academic when he was posted in Bhandara as an executive engineer in 2008. “I was posted in Bhandara to complete a World Bank project by 2013,” says Apte. “I decided to utilise this opportunity to rejuvenate the malgujar tanks.” In existence for over 300 years, the tanks were not being maintained because of a dispute between the state government and the owners over ownership. Delhi confronts yet another grey winter this year. Dense plumes of acrid smog rising from burning paddy straw—residue from this season’s kharif crop—are already beginning to pick up across Punjab and Haryana as harvesting gathers momentum. The steps initiated by state governments to discourage farmers from setting fire to paddy residues have had no real impact. Scores of farm fires have already been spotted in Punjab and Haryana, despite both states imposing a complete ban on stubble burning and notifying stiff penalties, including possible jail terms, for defiant farmers. We remove the blockage.” Launched in 1994 by the late Madhukar Dhas, Dilasa aims to provide farmers with a sustainable water resource. They have developed a river deepening technique called doh (pond), which holds the water at a specific place and helps in increasing the water level in nearby wells and borewells. The Golden Temple and the extensive complex that surrounds it are largely kept clean by devotees. Though the Shiromani Gurdwara Prabandhak Committee (SGPC), which manages the shrine, employs several people as sevadars and managers, over 90 per cent of the work is done by devotees who view this as seva, or religious service. This includes helping out in the langar (community kitchen), serving water to thirsty visitors and cleaning the temple complex. The sanctum sanctorum is washed clean once a day, before dawn. On September 1, several hundred of tonnes of garbage stacked to the height of a 15-storey building came crashing down at the Ghazipur landfill in East Delhi, killing two people.
