In a pleasant shock move last month, the USGA responded to Dustin Johnson’s penalty at the US Open by changing the rules. In a move jointly announced by the USGA and R&A, a local rule now waives the one-shot penalty if a ball moves on the putting green by accident – if this occurs, there is no penalty and the ball should be replaced.
